In short: nothing changes for you on 1 October 2026. The income requirement comes later, and there is time to prepare for it.

What happens on 1 October 2026

From this date the Federal Tax Service starts passing income data for 3, 6, 9 and 12 months to the MVD. This is a data exchange between agencies. It doesn't require anything from you, and it has no consequences until the end of 2026.

What comes next

DateWhat changes
1 January 2027The main block: the obligation to support yourself and your family at no less than the regional subsistence minimum, rules on supporting children. For the patent: no income data or income below the norm — the patent won't be issued or will be cancelled.
1 March 2027Consequences for those who work without a patent: EAEU citizens, and people with a temporary residence permit (RVP) or residence permit (VNZh).

What to prepare now

The point of the requirement is that your income must be official and visible to the state. So what you do today matters: a written contract instead of a verbal arrangement, and a salary that is paid officially.

If you work under a contract and personal income tax (NDFL) is paid on it, you are already in the right position, and you won't need to change anything in a hurry in 2027.

Law

Federal Law No. 241-FZ of 26.07.2026 — amendments to the law on the legal status of foreign citizens and to the Tax Code.

  • EAEU citizens

No patent and no exam, but registration, the medical examination and fingerprinting are mandatory — and that is exactly where EAEU citizens most often lose money.

  • Entry ban

The reason for a ban is usually minor and the person doesn't know about it. How to check before you fly and how long lifting a ban takes.

  • If you missed a deadline

A missed deadline almost never means it's all over. What can be done in each case and what to bring to the lawyer.
